Rust Helicopter call

I need a plugin with ;
Plugin Name: Private Helicopter
1: a permission to use the helicall command : privateheli.use
2: if there is a helicopter, it will warn the player like "Wait until current Helicopter leave the map."
3: It will send a message to chat, like "$player.id odered a helicopter."
4: There should be a cooldown so players can't spam it when one heli destroyed.
5: Plugin can support Clans plugin but, players will abuse it... It is your call to support Friends or Clans plugins or CupBoard Auths Turret Auths... I don't need it, just saying.

I am using ServerRewards and Economy plugins on my server and I want to sell "Call Heli" product on the market. That is all I need.
