Solved GUI timer

Is there a plugin or is there anyway to make a GUI timer that counts down from a specific amount of time? Preferably local server time?

 

Now how would I go about finding someone to create the plugin for me?

Are you saying like, you would do /createtimer (timer-time) and it would create a time on screen? Or how would you want it created?
