Rust Flying without admin

I have a player that wants to start streaming raidcam and similar stuff.
But for that to happen he needs to be able to fly around without beeing forced to spectate a specific player.

How can i give him access to this without giving him any other permissions like moderator/owner and such?

I am not well versed in how oxide permissions work, but is that a possible solution?

I hope to hear a good solution (he cant just fly. he needs to be invisable aswell. preferebly without giving him access to vanish command).

That is a partial solution that could work togeather with vanish plugin.
But i would preferably not give any player vanish access.

Np Maybe editing a bit vanish plugin you can get partial access to vanish
