`EnvironmentControlCenter' does not exist in the current context

    ... in a Plugin i have error- message:

    The name `EnvironmentControlCenter' does not exist in the current context


    what does it mean ? its a plugin for RUST to change time ...

    It means that EnvironmentControlCenter doesn't exist in Rust anymore or it was moved/renamed. I'd suggest reporting it to the plugin author, else you'd need to take a look in the Assembly-CSharp.dll for Rust to see what it may have changed to.
