Solved Enabling rain on server?

i was on a server and it was raining was it a plugin? or how i get it to rain

 

Adding on to wulfs comment, i think the command is "weather.rain <number>" for toggling rain

putting a 0 for the number would disable the rain, 100 would be heavy rain etc.
