Rust Disable commands within radius

This is probably a far fetch but when players misbehave I have a prison compound setup divided into cells, the only issue is if I have the teleport plugin added they just tp out. I wanted to find out if it was possible to have a plugin that would allow me to use something like /add location (Name) and /radius 5 which refers to 5 klms

So when the location name is added the x,y,z of that area and the radius any normal player excluding the admin, the commands dont work.

I guess you could just kill yourself, but not sure if you could prevent that as well.

This was done in the past by making it to where the server did not allow chat within an area and made PVE So that no one could kill one an other to get out also had a check system to check every 300 secs if the player was still in jail if not it tp'd them back

So really your request is more of a jail system... U should change your request so that the right people get their attention drawn here
