Reign of Kings Disable chat

any way to make

globel chat disabled
local enabled
and /me disabled please i am in a very need of this plugin.

 

Already have a plugin like that except for the removal of the /me command.

 

oh okay hey d-kay is there a working timer declarewar im really in need of one right now i only have working declarewar timer but no base protection just a timer from siege of course

I do not know if this one works but it was made because the original war declaration plugin broke.
