Hello, I am having trouble with the config. It seems every time I make a change the config goes back to the original state. I use note pad at first then I used NotePad++. Could it be that the .cs file is blocking or voiding any changes I make? or some how replacing it with the original? This has me soo stumped.

You need to unload the plugin before editing the config as DeathNotes is writing to it while active. For that use the consolecommand :
oxide.unload DeathNotes
Afterwards load it back using
oxide.load DeathNotes
