Rust Cupboards only on foundation

Hi i need some help as on my server players can place tool cupboards anywhere, i want it so they can only place on a foundation? Im not sure if i installed a plugin that changes this as i have been over all settings and can not make it so tool cupboards can only be placed on a foundation, any help would be much appreciated.
