Rust Cupboard decay / damage over time

Hey,
I need to create a plugin that deals DMS cabinets, for example 5dmg every 6 hours so that the database that have not been active more than five days will be erased by the plugin "Remove Block."
I think over made into this plugin TwigsDecay for Rust | Oxide but I do not know if it will be optimal. I do not know on writing plug-0 remake but rather I could. Someone help me with this plugin? I can even pay for your help.
