Color such as "1 1 1 1"

basically in all plugins, some I see <color=red> which I understand, and some I see color "1 1 1 1". What is "1 1 1 1" and where can I view all colors with these same format of codes, ie for infopanel I wanna change the text color to green and I tried 2 2 2 2 but it did not change. anyone have a link to view these codes?

 

since I am not the best at this, how would I do it if I wanted to make it green? like what would the code for that be? I read it and still it isnt working...
