Client timeout after 2 minutes on my own server

Hello Everybody,

i have a short Question and hope someone can help me.
I host my own Server on a Windows Server 2008 R2 KVM with 6 GB Ram and 4 CPU Cores.
The Server runs but when i try to connect i get a Connection Time out while loading or i have some luck and get in the Game and after maximum 2 Minutes i get a Timeout there.
The onlything that is standing in the Console ist Disconnected Time Out return to main Menu.
On other Modded Servers i can join and play but not on my Own and not on my Friends one.

After each connectiontry on the Server Console is standing Reporting Performance Data system/server.

Does anybody know about the Problem. Please help me.
