Solved Can't see my server in server's list

Yet another problem of that kind
So
I can connect to my server via localhost.
After connenting to it i can't see it in history, and yea, on exiting to menu i see Amsterdam II on "Current Game" tab.
I wasn't able to connect to server via external ip, maybe cause of it's dynamic. I've used noip.com service, and now i can connect to server using besoljah.noip.me:28015
but still can't see it neither in history nor in list. Also can't find it by search, and can't see in list when sorting by ping.

Port forwarding hasn't helped, trying to do the same via VPN - still nothing.

Can connect to server from another local network device. But there is also nothing on list and history.

Any suggestions?

P.S. Windows firewall and guard are turned off, have no other similar software.

But the only thing it's mean, is that i need to change provider.
