Solved Can't connect to my server

Hello everyone, i've tried to open a server everything seems to work fine.
the thing is that my ports are not open and i've tried to open it but i can't for some reason.
(i'm using a software to check if the ports are open\reachble and it keeps telling me that the ports aren't open)
My router is Tp link model: TL-WR1043ND
Please help me guys if you can thank you so much.

update (edit):
now i can't join the server even from the console with the command "client.connect localhost:28015" it says i need to update the server and i did and it's still not working

 

i don't know how to check sorry, so how can i check it ?

 

i don't have oxide besides when im writing this command it says "command not found"

i'm trying to open it but the cmd gets stuck i don't understand what i did wrong i did everything in this guide there im abit confused there is a video that explains it ?

 

i don't get it i did installed the server all i need is to update it so why should i take and watch to all video if its something that i already did ?
