Building on water?

Hello, there is a pluigin that allow admin to build on the water?

 

The way i used to do this when i had my server was creating a large grouping of foundations and using the ( Copy-Paste for Rust | Oxide ) plugin to copy / paste this onto the water surface using the pasting argument that changes vertical position. From there you are able to build up from the foundations.
