Solved Building grief protection

I cannot find this plugin anywhere, would it be possible to make it so if someone doesn't have building access they cannot do damage to a base? Example if someone built a house and someone tried c4'ing the home it wouldn't work because he didn't have building access.

I need this for a creative server.

 

I just want it to be automated for users so they're automatically protected against other raiders but can raid their own base for testing.
