First as an admin (owner right?) you can use shift+L (try right shift+L if it's not working) to enable flying and no clip, you can get out that way.

Second, you will have to turn off the server for 10 minutes or so. Shut it down, rename plugins directory to plugins_. start the server, see if the problem is still there. If it is, there is probably not much anyone could do for you.
You are not the only one reporting problem such as this lately. I think with one of the recent updates rust regressed to the entity limit bug that was supposed to be fixed. Can you dump and check entity count on your server?

i really hope it's a bug and not facepunch's 'fix' type of if(entity.count()>x) canbuild=false ;p

 

Happens a few times here and there to me, Just respawn in your F1 Console should fix it. If not restart your game.

 

I now the problem with the copy paste and tool cupboard. this is now oke.

the tool cubboard in the base.
i not authotized to myself .
I could not build on the server. on the whole field. this is very strange. but now everything works again thanks for your answers.

i have not use it anymore and no problems any more.
It's never happened to me. after removing plugin /fly
