Reign of Kings Broadcasting for king

Pretty much like the title says. A display system of some sort so that the king may set a certain amount of rules. could be displayed as a constant window/banner or possible system broadcast where you could also have a MOTD and things rolled into it for more functionality. Roleplay servers would really love it.

 

it could be included in some sort of broadcast system i guess or the information system that is already out as a broadcast

 

great idea what if we gave the kings access to the /notice command only when they use it it shows up in a different colour with the name of king?
OR maybe we have a plugin that auto assigns the king to a predefined group.
For example i would make my group say king at the start and his writing would be a different colour
