Rust Block items based on player count

I were wondering is there any plugin already which restricts usage of C4 and Rocket Launcher until there's specific amount of players on? It will be good plugin to increase player amount. I'm pretty bored of losing a new players, because on server start there will be like 3 players on and they are making tons of C4 and they raid new players which builds a base in a one day and next day they are raided so they quit.

I will make one if there's no any, but it's less effort if we have such a plugin. Restricting from config isn't needed at all, but likely that the C4 and Rocket Launchers are unlocking after there's specific amount players on.
