Assistance in setting up the right plugins

I've just purchased my own Rust server, and I can manage figuring most things out. The problem I am having is not knowing what plugins to get for the right effect. Thus far the ones I have tried seem to be over-complicated for what I need.

I would like to have a basic server, with commands for rules, players, and the ability as admin to TP to players.

I'm aware of the many plugins to do this, but it all seems very... overwhelming and too complex for what I am looking for. Perhaps I'm not sure how to adjust the plugin to my linking? I can read, and edit the files but maybe I am missing something. Advice would be appreciated.


Right now, I grabbed Notifier, HelpText and Teleportation.
