All commands typed are invalid

So I have set up my Rust server and made myself Owner but when I go into the game and use simple commands like /help I get "Invalid Command". I tried this is the Rusty tool and I've tried it in game using /say and in the f1 console. No success so far.

 

But I have a command.ini file with a list of chat commands on my server. They are segregated by rank.
