Remove Building Restrictions in RAD Towns?

I was wondering if this was possible?

I've searched high and low for a plugin but couldn't find one.

I am aware of copy and paste and such like, But I would everyone in the server to be able to build in RAD towns.

 

It's not possible to do that. The client is limiting building too.
So you only may use plugins such as Copy&Paste.
