Oxide does not respond to plugins. The logs no information about downloading the plugin.
What happened with Oxide. Previously, after I downloaded the new version of the plug-in to the server, it is automatically loaded into the game and reported in the logs. Now even if I completely remove the plugin it will work. since the new update i have to reload all plguins manual after server restard

Nothing has changed with how plugins are loaded or detected in probably 2 years. If your server is having issues finding them, there may be permission issues with your server's filesystem.

I'm having the same problem with all 3 of my servers.....

then start the server
and for save measures while its starting i restart it again cause if i don't sometimes mods won't load
then they should work -
Installed the oxide, plugins folder created after starting the server, put the plugins there but the server does not load.

Check your oxide/logs for errors and verify that the oxide.version command works.
