Hurtworld Multiple car claims

I am aware that VehicleManager has this ability, however the bug that causes extra claims to be deleted with server restart has never been fixed. The issue has been brought up for a while now but never resolved. So I was wondering if someone could make a simple separate plugin that enables this and stores the extra claims that survive server restarts. Seems to be a highly requested feature. Is it not possible?
