Solved Make time stand still

I'm looking for a plugin that will keep the server at the same time all the time. I'd like to keep it dusk... not day but not pitch black either all the time.

Will this let me keep it the same time all the time? I want to make it 7:30 pm and have it never change.

 

I'm not sure what time it sticks it at, but it's bright and it never changes.
