Universal IP whitelist

i need a whitelist plugin that work with Player ip adress

for example if player join server but player ip address was not in iplist.txt plugin kick player
and if player ip address was in iplist.txt plugin dont kick player

its very important that plugin check players ip address from iplist.txt file every 1min becuase admin want to update iplist ! and he dont want reload server every update iplist

 

I can do this.. but i prefer SteamId whitelisting

 

steamid white list is good buy player can change steamid
but if whitelist work with ip address players cant change it when connected to server !

Why not have both?
Only certain SteamID's can connect with a certain IP?

E.G:
273719373827372 = 127.0.0.1, 10.5.55.5
