Increasing server performance?

    randomly the server will freeze for a few seconds. i'm wondering how this can be improved because my system is extremely capable of running a rust server and its only using 6% CPU on average. what is wrong?

    GPU : EVGA Nvidia GTX 970 SSC+
    CPU : Intel i7-7770K 4.8GHz
    Memory : 32.00 GB DDR4 RAM
    Server Runs on an SSD
    internet: 100mb/s Down | 50mb/s Up

    Make sure you have your dedicated server running on the high performance power option
