How to make a medieval rust server?

What plugins and other things do i have to do?
I want these features

• No metal facemask, metal chestpeice
• No Guns
• Rocket launchers only
• No Armored or Metal bases
• No Rocket ammo except normal
• I want there to be heavy focus on PvE such as thriving towns with shops blacksmiths etc
• I also want there to be PvP but not just maniacs running around murdering every single person they see
• (PvE aspect) I want a reason for people to use the shop front etc so people can commerce like normal human beings
• Heavily Roleplay

For this you would need current plugins, and custom made plugins aswell.

 

I`ve seen quite a few Primitive servers around but no files to them can be found. Do I need to get the component blocker and block everything one by one?
