Rust Admin can Demolish/Rotate anytime

I remember being able to demolish walls when players were asking for but it was months ago and with the new server that I've set up I kinda cant seem to find anything, and HammerTime doesn't really work and then again I don't remember having that plugin while I was able to demolish at any time.

I need help for either a plugin find or make one if possible! thank you!

You can use R-Remover Tool for Rust | Oxide to remove building blocks/entities.
