Admin and moderators in Rust

ok iv added my self to onwer now how do i make a authentication level for it??
so i can use commands

 

i still cant use the /kit add commands and i did what u told me lel

 

now i cant noclip or fly ;[

 

Follow steps 1 to 7
In rcon
1.) ownerid steamid64 "player name" "Owner"
2.) Then server.writecfg
3.) Then if in game you will need to relog if not in game join it
4.) Then when in game in f1 type
5.) bind l noclip <<< copy this so mistakes wont happen
6.) close f1
7.) Then in game hit your L key then space bar you will now be able to fly/noclip

space bar to go up and WSAD

 

how can i remove an admin from server and moderator?

whenever i add myself as owner and save the server cfg, it still makes it so im not admin after a restart

 

ive done that, the problem is i will do server.writecfg after, but it will still clear the user.cfg after a server restart

ive done that, my problem is that after a server restart it resets whos an admin

if the config is supposed to be a .vdf file, it saves under ruste/config

if its supposed to be a .cfg file its under ruste/server/server identity/cfg

 

what about to remove owner..?? ive tried remove ownerid 7656119************ but it doesnt work
